B230F cold start RPM problem

I have little problem with engine , b230f when engine is colt , it have RPM 2000 , where is probelm , ? beacause , I read in book in this moment normaly it is 1500 and wen engine is warm , it need come down to 850 rpm or 900rpm , what you thn , where is problem , thanks

and when the engine is warmed up, rpm goes to 800-1000?
